Budget or Conceptual Phase:  With minimal or no drawings or specifications.

Design to Cost: Budget is fixed but scope of work is not.

Design Development Phase:  Review target costs. Develop alternate design/cost solutions.

Bidding Phase:  Review bidder's qualifications. Provide pre-bid estimate. Analyze bids and alternates.

Soft Cost Analysis: Advise on soft costs and recommend contingencies and reserves.

Progress Schedules:  Prepare construction schedules. Prepare cash flow projections.

Construction Phase:  Review and advise on changes orders. Track variances between budget and actual costs. Review payment requests. Review retainage percentages, waivers, and claims.

Construction Monitoring:

PEI * has developed a proven system of procedures for evaluating the adequacy of the contract documents, reviewing costs, inspecting construction, and monitoring disbursements.

Design Phase:  Review the construction documents; plans, specifications, cost breakdown, construction schedule, contracts, and soils tests--determine their adequacy--pointing out any possible omissions and mistakes and provide our recommendations.

Construction Phase: Visit the project to verify that the construction complies with the construction documents and expected quality of materials and workmanship--monitor the performance of all contractors--be alert for problems, delays, and pending change orders--approval of disbursements based on our inspection and verification of lien wavers supporting the previous draw request.

Post Construction: Certify that the project was built in accordance with the contract documents and the performance guarantees obtained, and that the final punch list has been completed.
